The Federal Government has commenced moves to provide millions of Nigerian students with free access to approved digital educational platforms by eliminating the internet data charges ordinarily incurred while using them. This initiative, known as zero-rated access, would allow students to use designated educational websites and digital learning resources without the data consumed being deducted from their mobile subscriptions.
Minister of Education, Dr Maruf Tunji Alausa, said the intervention was intended to make digital education more affordable and accessible, particularly for students whose participation in online learning is restricted by the high cost of internet data. The initiative does not provide free access to the entire internet, but will apply only to educational platforms and content approved under the proposed framework.
Zero-Rating Framework
The Nigerian Communications Commission had earlier commenced consultations on a framework for zero-rated access to educational platforms, with stakeholders examining how telecommunications operators could provide data-free access without undermining competition, network quality or regulatory standards. The proposal is expected to involve collaboration among the Federal Ministry of Education, the NCC, telecommunications operators, educational institutions and digital-learning providers.
According to the government, the intervention would help bridge Nigeria’s digital divide by ensuring that students from low-income households and underserved communities are not excluded from online learning because they cannot afford data. The government is also expanding its digital education infrastructure to improve the collection and use of reliable educational data, strengthen online learning and support evidence-based planning across the country.
Implementation and Coverage
The zero-rating framework is still being developed, and the government has yet to release a full list of the educational platforms to be covered or a definite date for nationwide implementation.
Dr Maruf Tunji Alausa notes that the initiative is a step towards making digital education more accessible.
